We want to customize manage Account Quicklink page.
We want to remove or hide account and access.
Any idea how to achive?

I am not sure but try to remove on assinged quicklinks populations Manage Accounts and Access Reviews
You can achieve this using plugin. I just tested quickly using developer console I can able to hide it. Below screenshot just for your reference. If you good at writing JS code then you can develop a custom plugin to hide it and customize as per the requirement.
