Create account in disconnected sources Instead of generating workitems to particular identity or source owner can we assign the workitems to governance group?

Hi Team,
We have requirement that when we are trying to create account in disconnected applications the workitems is generating and assigning to source owner instead of assigning to source owner can we assign it to governance group.because we wanted to assign it to particular group of people
