I feel like requestable roles used to appear in the request center after one “Apply Changes”. Now, I’m running multiple “Apply Changes” before the newly created requestable roles appear. Am I missing anything or is this a trend? Is there a guaranteed way to see newly created requestable roles appear in the request center?
I have seen the same behaviour sometimes it comes very fast and sometime it takes time .
“Apply changes” has got nothing to do with roles marked as requestable showing up in the request center

Do you know what causes roles to appear in the request center?
Under Role Edit, you will see “Access Requests” where you have to enable “Allow Access Requests” option and set Approval Schema as required. Once you do this, it will show up in the Request Center in few minutes

The roles can be made requestable using the following configurations in each roles.
Also, I have observed this behavior. Just enabling the Access Request and Enabling the role inside the roles configurations, the roles does not appear on the request center instantaneously but takes some time. I mostly apply the changes to get it to request center or make an entitlement requestable which appears on the Request Center without any delays.
It also depends upon multiple jobs that are running in the background.

Apologies, I should have been more clear. I know how to make a role requestable but have seen significant delays in the roles showing in the request center. I was always under the assumption that Apply Changes kicked off a role refresh that would cause newly created requestable roles to appear in the request center, but you indicated this is not the case. Do you know then what exactly is the mechanism between roles being created and showing up in the request center? Sometimes it can take up to an hour for me.

I have seen such behavior too. Sometimes the roles show up right away, and sometimes they take few minutes (could have been an hour too, but they seem too long when you are in the middle of a testing). I just wait until they show up 
However, “Apply Changes” is to trigger Identity refresh to update the BR Roles assigned to identities. I usually don’t use this option, but refresh the Identity Profile where I need to apply the roles to identities
Roles are updated as soon as you save them and close the edit page.
