Is there a way to send a form to multiple identities?
In the UI, I only see an option to select a single identity. However, in the Create Form Instance API documentation, the identities field is defined as an array, which suggests multiple identities might be supported.
The UI supports only one identity per form instance—that’s by design.
The API schema defines recipients as an array to allow multiple entries, but in practice, the backend currently processes only one recipient per form instance.
If you pass multiple identities in the array, the request will either:
Accept the first identity and ignore the rest, or
Return a validation error depending on tenant version.
So, your observation is correct—the array structure exists for future extensibility, but multi‑recipient form delivery isn’t yet implemented.
You can’t send a single form to multiple identities in one call yet—the API accepts only one recipient even though it’s defined as an array. The practical workaround is looping through each identity and creating separate form instances.
Hello Selvasanthosh. For Forms, looping is currently the practical approach if each user needs to complete the form separately. SailPoint previously confirmed that multiple recipients return 400 - only one recipient is allowed, and the supported recipient type is IDENTITY. Create Form API discussion
If you only need approval by a Governance Group, and Adaptive Approvals is available in your tenant, use Generic Approval Policy and select the Governance Group as the reviewer. For access requests, use Approval Policy with the Access Request Submitted trigger. Workflow actions
If users must actually complete the custom Form, create one Form instance per identity.
