When testing, what would happen if my request approver was an empty governance group. I saw that my request was sent to just one IDN admin. I tried this test multiple times and all the requests were sent to the same admin.
I wanted to ask if there is a specific process to choose this admin and if there is a way to change who gets this kind of requests

Without knowing which type of request it is, I am not sure which hierarchy is being followed in your case to send the request, it maybe the users managers or source/role owner or it can be a user who is an IDN Admin.
Either way, you can try modifying the request configuration using the below API.
Modify the fallbackApproverRef and check if it helps sending those requests to a specific person.
