Do you have more requirements on what it is you are trying achieve? At face value it seems like you are looking for information on Managed Access Service Now Application. Which is a hook into ISC from SN that allows requestors to request access for a user based on roles, access profiles, and entitlements you have defined to be requestable. Once submitted Managed Access follows a Service Now workflow that will allow for approvals. Once approved a request is then sent to ISC via the Request Center where ISC will provision if ISC knows how to provision other wise it will open a ServiceNow ticket to the fulfillment team to complete.
On the surface this looks like a great tool. The catch is that it can be quite complex to set up and keep the data flow straight. Please let us know if this answers your question or if you have more questions.

–Grant Snow Access
–Create Snow ticket
What I am looking for is for ISC to
–read or import Snow queue
–read Identity tickets, like add user to xyz group or create this account
–Execute on the request and bypass the human (service desk) element
The question is if this is possible via ISC
