May i know if there is any way to create tickets without the snow plugin as its a paid version?
I have not tried this but you can integrate similar workflow with Access Request Submitted trigger. Steps could be
Configure Access Request Submitted Trigger
This trigger will call IDN workflow which is having first step i.e. trigger as “External Trigger” and rest of the workflow will follow as mentioned in above link
