By default this email is sent weekly until the end of the campaign :
If the campaign is extented less than a week, this email cannot be triggred.
An alternative could be to download the Certification Signoff Report and send email to reviewer which are not finished their items yet or automate it via Scripts/Workflows.

ISC evaluates the 7-day reminder window at campaign activation. It is not dynamic. Once set, it does not get re-evaluated, so extending the deadline mid-campaign will not trigger anything.
