Great question and there appears to be some confusion about “QuickStart” vs. “Baseline” (3.7.1 is the latest we’ve had SailPoint install for a client).
I’m not sure why these aren’t readily supplied as they make the solution WAY MORE consistent across clients which ultimately means easier support for SailPoint.
Yup, I agree. I was assuming that they will be shipped to all to make it easier but doesn’t seem like it.
I am working with our CSM to find out more on this. I will update the details here once I hear back from them.
We’ve used BaseLine 3.7 and 3.7.1 for a few clients now having SailPoint deploy it as the starting point and both are VERY beneficial. And having these in multiple tenants we could theoretically export them and then import to other tenants as needed.

We worked with our CSM and the support team to get these templates setup. They should be available by default in any NERM tenant that is setup after April 2024.
To clarify, the “baselines” of NERM (of which, “QuickStart” is the most recent edition), are a starting point to tenants when the NERM Tenant is first spun up. These are applied to the tenants during the creation process by the SailPoint NERM team.
The term “Templates” here is a bit unfounded - as currently we are primarily installing the one “QuickStart” baseline that is a simple, but well-rounded, starting implementation of NERM. Certainly, in the future, I hope to see a CoLab / Configuration Hub-esc type function that allows for the easy sharing and implementation of workflows and other configurations across tenants.
Unfortunately, these are not available as something that can be downloaded / installed from anywhere. Though, as @edmarks mentioned, you (Partners or others that have tenants with these “baselines” configured) could export the configuration from one tenant and import it into another (Docs: Configuration Import - SailPoint NERM Admin Help).
However, if the tenant you are importing into was not already built using one of those “baselines”, you could run into problems with different attribute definitions, UUID mismatches, etc - meaning things won’t import correctly. So, we don’t quite have an easy / dynamic way of importing - which is why our docs recommend to manually build out changes in a lower (dev/sb) tenant and then export/import to your higher (prod) tenant.
Hopefully that clears it up a bit more and I will continue to advocate for the future where I can just send out some files for new or cool workflow configurations
