We are trying to send initial access request submission notification to the requester who raised the access request and the requestee for whom the access request was raised. We are having tough time figuring out how to send those initial emails. We want to send the email out as soon as the access request is raised saying the request has been submitted to both requester and requestee. For now we have notification emails set out to go once a decision is made on the access request.

If you need to notify them at the start of the process, you can modify your access request workflow by adding a notification step immediately after the initialize step. You can use action call:sendEmail to send notification to both the requestee and the requester.

If you are using Out of the box LCM Provisioning workflow then as soon as you raise the request the notification will be sent to requester and requestee, please check if you have User and Requester email template defined on workflow variables.
