we are actually looking to change the default message of the Access review work item while forwarding ““Manager Access Review for ******” and all the items within the access review will be transferred to a new owner indicated below.*“ to some other message.

I will say, there is no OOTB way to update it. You can try writing a small plugin to update, It will be easy if you do it via plugin. try writing the plugin, if you face any issue, share the zip. i can help you in writing the plugin.
