What permissions should have users to manage Non Employee accounts?

Hi! I need users to be able to create, modify and delete Non-Employee records. Using Governance Group in NE source, with Source Sub Admin user level, I can do it but from Admin - Sources menu.

How can users be able to do it through Home menu? When they enter they see nothing:
