Manage Non-Employee Feature to be used by all Employees

Hi Experts,

We have a requirement where we want all Employee in the organization should be able to create Non-Employee type of user in IdentityNow. Currently we see that there is a restriction that only 10 individuals can only submit this creation request. Please let me know how can we achieve this requirement.
