Can a standard (non-admin) user in ISC view their own Identity attributes?
If this is possible, could you please let us know where and how this can be configured?

I don’t think the end user can access that information.
What is the requirement for displaying this information to the end user?

In ISC, end users cannot view their own/other’s Identity information. Only Admins, Helpdesk and Identity Graph Admin can view identity information.

As other experts have mentioned, I don’t think standard users can see only their own identity details. However, you can explore custom user level option Custom User Levels - SailPoint Identity Services to create a new user level which can be used only to see the identity details. But again this will give access to view all the identity details.
The Public Identity Config API generally governs what attributes a non-admin can see:
For instance, a manager using MyTeam can see those attributes, or a request reviewer.
