I would recommend you to go through the SailPoint University trainings and explore the lifecycle events.
So JML process are setup through by creating events through “Setup → Lifecycle events”. Lifecycle events are tied with 1) Event type(eg. Create, Attribute Change, Rule etc. ) 2) Business Process (workflows).

Just one more thought. With RapidSetup, the design process is incrementally easier. The amount of coding needed for JML is less than using a different framework or building it from scratch. The RapidSetup course is also recommended.
