I’m having the same problem here and since the CC API is deprecated we have no solution.

It should no longer be necessary to use that deprecated CC API.

A feature flag was enabled that fixed a data sync issue between two internal databases so that the identity refresh process would make the new application available for password management.

The docs for adding applications to password management were just updated with a last step to “Apply Changes” on the Applications page.

Try following the updated instructions to see if that resolves the issue for you.
