Based on the thread below, I would try swapping your API Client credentials for a PAT instead to see if that makes it works. In theory, it should be working, but this may be an easy fix.

Hi All, we are using ISC Catalog connector to integrate IDN and Service now. we are getting this 403–Failed creating access request. Forbidden. error once the Request is approved in ServiceNow. It was working fine 4-5 days earlier.
