Pretty tiring to work with a continuously updated SaaS platform where basic functionality breaks all the time. Our sandbox maybe should not be the developer’s sandox.
Experiencing similar issue. I am not getting your error, I am not seeing but only 19 identities in the drop down of the Request for others option… Opened a ticket with CS, waiting for a response.

I checked and the issue was seen in both sandbox and production and this lasted for just few hours and was fixed on 4th December around 5:35 PM IST.

Just to give some information on internal infrastructure related to deployment.
Although all the tenants are run on same code base but there are some features and code snippets which are deployed on the basis of feature flags(buttons) which may disctinct few tenants inclusing sandbox and production.
Development team is working on a project which is going to mitigate this issue in coming quarters.
I am somewhat surprised that:
some changes are not deployed to the sandbox environment first
there doesn’t seem to be a lot of UI/E2E tests, that would have caught this (trivial) issue
