Is it possible to create a batch of new roles in SailPoint using comma-delimited spreadsheet.
if so, what would the titles be and what would be the name of the operation to use? Also, how would I identify what type of role after the operation portion is filled in?

I also concerned about what order the fields needed should be in.

Capability to create bulk role using CSV or any other formant is not available OOTB , you need to write your code to read the data from custom csv to achieve this.

I agree, its not available OOTB but you should be able to do it easily using custom rule. Here is a reference of such rule:
