I tried to find some documentation or a post on this, but didn’t see anything. I went into Global > System Settings > System Features and de-selected “Enable Entitlement Requests”:
We saved the change and checked the Request center to ensure Entitlements were not available for request. Everything seemed to work fine.
Two days later another admin noticed that Entitlements were requestable again (?!). I just repeated the process and once again, everything appears to have worked. Are Entitlements going to be requestable again in a day or two? Has anyone else experienced this? Or is there something I just don’t know about disabling Entitlement requests? We need them to be turned off permanently.
Ok, last night I individually changed every entitlement to not requestable. So now none of them can be requested, but “Entitlements” still shows as an option in my request center.
If I deselect “Enable Entitlement Requests” again (as shown above) will “Entitlements” stop reappearing in my request center? Yesterday, we turned it off, and it came back a few hours later. I assume it came back because of a source aggregation or something.
If you disable entitlement request globally , it won’t show up in the UI . [Many times it takes time to reflect this change]
If you enable it the entitlement request globally , request centre UI will show you entitlements section , and list of requestable entitlements in this section , if there are any entitlements that are marked as request-able.
I believe this is just a matter of time that the server takes to reflect the changes back to UI .
And direct answer to your question : But in both instances of us trying that, it came back after a few hours. Is it just designed to always come back?
No , When the global configuration changes are applied effectively , the above mentioned should happen. Wait for 15-20 minutes at-least to confirm the changes.
It should not reappear the entitlement option in request center. if it has been disabled in the global configuration. When I checked in my tenant, it did not reappear in the request center. However, if it’s appearing in your tenant after an hour, I recommend raising a ticket with SailPoint support.
So, I disabled everything manually and turned off entitlement requests globally 4 times and every time the entitlements option reappears in the request center after an hour or more. I think at this point I will just have to put in a ticket.

I am going to take your advice and raise a ticket with support. There is no reason I can think of the entitlement request option keeps re-enabling.
