Account Management: Error when user is a Source Sub-Admin, but not in Governance Groups

What problem are you observing?

When you are Logged in as a user with the Source Sub-Admin User Level and you click on the Accounts menu, an error appears in the UI as shown.

What is the correct behavior?

No error message should be displayed

What product feature is this related to?

ISC and Accounts Management UI

What are the steps to reproduce the issue?

Set a user as a Source Sub-Admin
Do NOT add that user to any Governance Groups, Specifically ones that are set on sources for Source Management.
Log in as that user
Click on the Admin tab
Click on the Accounts tab
See Error appear.

To validate the error does not occur if the users has access to a specific source via a governance group:
Add the above user to a Source Management Governance Group.
Log in as that user
Click on the Admin tab
Click on the Accounts tab
See Error does not appear.
