we have tried submitting a access request IDN’s API without an account or source but it is throwing error. we are unable to do it.

I am not sure that I understand what you are trying to do. The access request API can grant access to Roles, Access Profiles, or Entitlements. Once approved, if you do not already have an account on the source, ISC will create it.

If you are submitting access request via API, the access item being requested should already be marked as requestable, without which the API will return error.

This is not the case in the Request center in UI as only access items marked as requestable will be listed.

Once the request is submitted successfully, ISC will check if the user already has an account in the target system. If they do then only entitlements will be provisioned to target system. If no account is found, an account will be created first and then entitlements added
