Is there a way to narrow down this list to show only basic user details? (only name, manager, department). We store all the personal information of the user, and now any user in the company can see each other member’s details like date and place of birth.

You can modify this line in UI config from debug->Configuration Object:

but if you change it, you will change the list in identity page:

SP uses this attribute for both page

ps you can change the quicklinks configuration so that users can see/make requests only for themselves
