Upgrading FAM from v8.1 to v8.3

We are planning to upgrade FAM v8.1 to v8.3. Some of the Activity Monitoring and Watchdog services are not correctly working at the moment in FAM v8.1, is it possible to not fix such services and continue to upgrade right away? I feel that if we do not have the services up and running before we upgrade, then upgrade will not happen for such services (the services which are not functional currently). And later those services might stop running or become unresponsive. Should it be the right understanding?
Or upgrading right away and then configuring those services post upgrade could be an option?

Please advise as the SailPoint documentation currently does not mention any details about this.
