We are trying to create a targeted certification for a specific entitlement across all active identities, but SailPoint is not initiating the certification and the status is pending. This issue has started occurring after existing targeted certifications were deleted. We have cleared all certification objects and tried but still no luck.

I believe issue is due to last Certification History with deleted cert. You need to cleanup Last cert history for particular entitlement reviewed with deleted Certification definition.
