Refresh with Sync attribute always create transaction for Service now to sync manager

Hi,

we are using IIQ 8.4. we have written target mapping to sync manager value in AD and Service now.

In production, though there is no change in manager, Identity refresh task tries to sync manager value in service now always. I am NOT able to reproduce the issue in QA. It is working fine in QA.

Any insights are truly appreciated.
