Missing identities in a certification compaign

Hello to All,

I am currently experiencing an issue with a Search-Based certification campaign. The search query I used returned 3,065 identities; however, certifications were only launched for 3,052 identities. This means that 13 identities were not included in the certification process.

Has anyone encountered a similar issue with missing identities in certification campaigns before? If so, could you please share how you resolved it or any insights into possible causes?

This is not the first time we have faced this issue, so any advice or guidance would be greatly appreciated.

PS1: These 13 identities appear to be normal; there is nothing unusual or unique about them compared to the others.

PS2: Some managers have only a portion of their team’s identities included in the certification campaign, while others are missing.

Do these 13 Identities hold entitlements ?

I found the rootcause, which it was due to the fact that these identities only have Birthright roles. Thus, no access were reviewable for them.
