Some of the identities are missing from campaign, what might be the reason?
We are running certification campaign for xyz app but it is not pulling all identities to the campaign, identities are correlated and active LCS as well
Take a sample line item(identity) which is missing from campaign and analyze it thoroughly with respect to accounts & access: entitlements.
If some identities are missing from a certification campaign,
check if the campaign filter may be too restrictive, unintentionally excluding valid identities.
2. The identities might not have any entitlements or accounts tied to the specific source at campaign creation time.
3. If the campaign type is “Manager” or “Entitlement Owner,” and the identity lacks a manager or entitlements, they might be skipped.
4. Aggregation might be incomplete or stale, so check if the latest account data is reflected for those users.
5. Review if there’s a campaign population filter or scoping rule that limits inclusion based on attributes like department, role, or lifecycle state.

- Please check if any filters are applied to the campaign.
- As @ManvithaNalabolu06 mentioned above, this behavior occurs when the identity from that application doesn’t hold any access. If an identity has no access associated with that application/source, it will be exempted from the campaign.

Which campaign type are you creating.?
Take a look at the certifiable access section here to see if the users do have any access that can be certified. If not, they won’t appear in the campaign. eg. If you are trying to certify entitlements, but these are encapsulated in a role or AP, they won’t appear in the certification.
