Inactive users were comes for access request

In Sailpoint IIQ 8.3p2 version, we are able to raise access request for inactive users that should not correct.

Is this Bug from Sailpoint or we needs to do some code change ?

Please assist on this.

It might just be a bad default, but should be a pretty easy thing to correct. You’ll just need to review your Quicklinks Who can members request for? settings for all your quicklinks:
