Do we need to create seperate DB for Access history? . We are planning to upgrade our IIQ version
yes, you need sperate DB for Acess history and configure DB details in IIq preoperties file
Refer the below doc for more info
During the upgrade process, the database will be updated automatically. We do not need to update it manually. We only need to check whether the iiq.properties file has been updated properly to the new version or not.

Good call on checking this before the upgrade! Like Gopi mentioned, a separate DB is a must for Access History. One thing to keep in mind once you’re set up: the ‘Dispatch Access History’ task can be a bit heavy on its initial run since it’s indexing everything, so you might want to schedule that first run for an off-peak window!
