When there is no member in the governance group, As per document. It goes to any of the ORG ADMIN.. But we have tested more than 100 access requests, We see the access requests always goes to the same one ORG ADMIN.
Can you clarify what you’re trying to change? If you’re trying to change which admin it goes to, I can’t find a way to configure that. If so, you may just want to add a specific admin to the governance group itself.

So the scenario is that the governance group is empty with no members in it. When we raise a request it goes to the governance group and as it does not have any members it assigns to Org Admin. We did notice that it always assigns to the same ORG Admin. This behavior is when we do Request from the Request Center of IdentityNow. If we use Service Catalogue the behavior is totally different. In that case the request gets reject at ServiceNow side itself.
We are not understanding 2 things.
Why it is always assign to the same ORG Admin. Can this behavior be changed ?
Do we have any setting in ServiceNow Catalogue where we can change the rejection behavior and assign it to an ORG Admin ?
That’s unusual—I tested it in my tenant, and every request is assigned to the pre‑configured admin, SailPoint Services. Is there a way to add a schedule reassignment for an identity via API?
After configuring a scheduled reassignment for the SailPoint Services identity, the next request bypassed it and was instead routed to another user with ORG_ADMIN access.
