I want to assign entitlement directly to a workgroup?
entitlement are assigned to users not to workgroup.

Your approach should be fetch the users who is part of workgroup and assign the entitlement to them .

If you want user belonging to a particular workgroup to have an entitlement.
- Create a population with the users of workgroup you want to assign the entitlement, under advanced analytics
- Create a role with that entitlement and in the assignment rule select match list and select the population you created.

@Geetha1706 Small addition on above thread
2a. You Need to create a IT Role and assign the entitlements.
2b. Create a business role and assign that IT Role, also add Population in Assignment Rule.
Then you need to refresh Users with Assign Role options.
Hopefully that works.
