End-User can't able to request an access in the Request Center

Hi All,
I have a question is there any restriction level for the end user in IDN?

We have an end user who is trying to request a role in request center but he didn’t make it and when the user request the role its throws an error like this,

But when we request a role with admin privileges its allowed to make a request any idea about how to resolve this error for the end user.
