This is a Expert Services feature and you will be charged accordingly by SailPoint

You have to raise an Expert Service Ticket with SailPoint to get the required done.
You need to upload the XML of the rule, Rule Validator Result of the Rule for the same to get it deployed on respective ISC tenant.
Note that as its Cloud Rule, SailPoint comes into picture for deployment. For connector rules, you can perform the deployment on your own without any dependencies.
The deployment will be charged by SailPoint. If your customer has got the Expert Services hours, It will be utilized from there else, SailPoint will charge you.

If you’re working with a partner and they already have an approved rule, they can deploy it to your tenant without going through the review process
