Is it possible to change Challenge Period workflow for a custom workgroup to be able to challenge certifications?
In my specific case, I would like to make BAU be able to challenge on behalf of users.

Please try using OOTB Enable Challenge period and the challenge period enter rule. This may give you the hook to make modification or check according to your need.

As far as my understanding is that, the each end user will need to challenge the decision… Please verify the feasibility of the use case. I dont think you can use a workgroup to challenge decision.

That is my current understanding as well. Which is why I’m asking if this is possible
to achieve this with some customization.
