My group is currently talking about developing a new yearly certification campaign targeting all of our Workgroups within IIQ. The aim would be for the workgroup owners to receive the certification and review all of the current members. Does anyone know of a simple out of the box approach to this or would this be something that would require a custom exclusion rule be inserted into a targeted certification? Thanks!

Workgroups are not a certifiable entity out of the box. SailPoint developed the Loopback connector for this purpose which will expose workgroup membership as entitlements just like any other application entitlement, which will fulfill your requirement. You could then use a targeted certification to filter on the Loopback application you define.
