Custom instructions are not appearing when calling endpoint:

What are the steps to reproduce the issue?
Make POST call to endpoint with custom password instructions enabled in org config and view reset password page.
Do you have any other information about your environment that may help?
Need this resolved, its been reported for over a week and blocking a production go-live. This is broken in sandbox and production tenants.
