IQService is only for Active Directory, you dont need for Azure
Provisioning accounts to Exchange Online from IIQ via the Azure AD connector without using IQService is possible because the Azure AD connector uses Microsoft Graph APIs for provisioning.

When you assign a Microsoft 365 license (with Exchange Online), a mailbox is automatically provisioned in Exchange Online for the user.
This process is handled by Azure AD, which synchronizes with Microsoft Exchange Online in the backend.
IQService is used only when Windows-specific APIs or features (e.g., on-prem AD operations, certain Exchange server operations) are required, * Exchange Online mailbox provisioning and Azure AD user management are entirely cloud-based and rely on Azure AD.
As long as the Azure AD Connector is properly configured, all operations (including license assignment and mailbox creation) are cloud-native.
