Assigning Role to the Azure AD getting failed

Hi Team,
I am unable to assign the role to the user for Azure AD in prod but for sandbox Azure AD its working fine the role is assigned to the user.

Attaching the screenshot for your reference. If anyone getting this type of error please suggest any solution.

If this is a mail-enabled security group, is the user configured in “Manage Exchange Online” the owner of the group?

But we using Azure AD as read only purpose means we are not doing any provisioning as AD and AAD is in sync. But customer came up with DL assignment which is from AAD. For Manage Exchange Online we required IQService and other things.

Good day!

Kindly note that to Exchange Online Management you must required IQService and need to create user in Microsoft Entra ID with the Exchange Administrator role.
