You will need to use the approval assignment rule for this, as the default out-of-the-box behavior only obtains approval from the Business Role owner.

Where is this rule and where/how do i implement it?

I still do not see that particular rule found to be downloaded and manipulated. Could you please help with what I am missing here?

@derrickthomasvdot i believe you need to change the strategy of role approach. Give them custom ui or something where they select package of role and in backend while creating plan you only add the entitlement in plan. OOTB will not be able to handle fully as you will be having multiple entitlement…
