I am trying to find a way to request a role under the otb “manage access” quicklink, but when that role is requested, each entitlement in the role needs to be approved by the owner. Is their a role I can create to achieve this? Everytime I choose a business role, it only goes through the owner of the said role and not the entitlement owners as well. Please help and assist.

You will need to use the approval assignment rule for this, as the default out-of-the-box behavior only obtains approval from the Business Role owner.

I still do not see that particular rule found to be downloaded and manipulated. Could you please help with what I am missing here?

@derrickthomasvdot i believe you need to change the strategy of role approach. Give them custom ui or something where they select package of role and in backend while creating plan you only add the entitlement in plan.
OOTB will not be able to handle fully as you will be having multiple entitlement …so either go with multiple role with one to one mapping or go with role package approach
