does all the users of auth source can access ISC tenant? and users levels by default blank for all users in auth source?
Only the identities who is invited to register in ISC can login. Please refer the below 2 links to know more about it

There are 2 types of accesses we can manage in ISC.
- BreakGlass Accounts
- End User Accounts
BreakGlass Accounts are more specific to SailPoint Admins in order to bypass the SSO if its configured for day to day activities. In order to access ISC using BreakGlass, the Invitation has to be sent to the user.
End User Accounts are end user specific which can be enabled again through invites only.
You can either manually send the invites or automatically send the invites depending upon your identity profile configurations.
