When will the policy violation take affect if there's a provisioning form on the access request?

Scenario : On a JDBC application, a user is requesting access to two entitlement (SecurityRole) through manage user access. There a provisioning form present within the application for the Create and Update process. There’s also a advance policy rule which states that the user can have only one of the SecurityRole. So, if user request two entitlement, will the violation be generated before the form appears?

P.S. Policyscheme is interactive.

What my understanding is 1st will get get all the required data , then only it will check for violation . so PV would be last step before submitting the request

Policy violation will trigger only during your request Submission here, so form should appear for the user
