What is the order of before provisioning rule and provisioning policy?

I wanted to clarify the execution order for two processes in our tenant. We currently have a Before Provisioning rule that is set to configure the proxy addresses for users as well as a Provisioning Policy that is also active.

Could you kindly confirm the order in which these two processes are executed during user provisioning? Specifically, I am interested in understanding whether the Before Provisioning rule will run before or after the Provisioning Policy, and if there are any dependencies between the two.
