Is there any way to give provisioning task reassignment access to individuals without giving them ORG Admin access?

go global, and select user level. From here you can manipulate micro level of permission assignment

Or if you are looking to provide user with admin user level other than org admin follow as our peer suggested

Also you can define custom user levels as per your requirement

Thanks!! I looked at both the options but could not find anything to be able to give required access to individuals to be able to reassign provisioning tasks for disconnected applications.

@gaurav_jain So your source owner is end user ?
For discounted source

Ideally user should be assigned with source admin
Then user should be able to reassign

These are the members of our operations team who needs to be able to reassign manual provisioning tasks. Giving source admin is also risky as they will have access to make any change to source.
