Which IIQ version are you inquiring about? 8.4

I am working on case, where if the entitelment member is certifier, in that case for particular certifier the certification reassign to its manager, The certifier should be able to certify other members, but not self certify. His certification should go to his manager.

I am using targeted certification for this purpose, and using certifier rule to achieve this
