Salesforce create account failed

hello,

I’m getting the below error when I provision salesforce account. The account creation is successful, in the create profile I disabled IsActive attribute.

owner or user is inactive

When I use IsActive attribute and set it to FALSE, account creation fails.

Any idea on what can be the issue? my req is to create the account in Inactive status.
