Query regarding access request approval

Hi,

When submitting an access request, we have two levels of approval: the first is the manager, and the second is the role owner. For some users, their manager may not be available. In these cases, the request should not bypass the manager-level approval. Instead, it should be routed to a specific governance group before proceeding to the second level of approvals. Can anyone provide ideas on how to achieve this?

Are you saying that the Manager is not in ISC or the Manager is out office/ignores the request?
