Owner approval not getting triggered

SailPoint IIQ 8.3 Version

We are working on a SailPoint implementation where we have two separate environments: low side SailPoint IIQ and high side SailPoint IIQ. The goal is to raise a request in the low side to create an identity and provision a role in the high side. We have set up a two-level approval process: the first level approval by the manager in the low side and the second level approval by the owner in the high side.

However, it seems the owner approval in the high side SailPoint is not being triggered, despite using the default provisioning workflow with the “Check Identity” and “Correct Plan” steps added before the “Initialize” step.
As far as I understood he owner approval should be triggered automatically with default workflow or do we need customize? as I am new to workflows and not sure how to handle just raising this query. We are doing role provisioning for Entra AD application where the provisioning form is automated but the approval is not getting triggred

How are you sending the request to High side environment after manager approval in low side? Are you calling SCIM API to do so or you have high side SailPoint configured as an application in low side SailPoint IIQ?

Yes we are using SCIM API based on the plan we are sending from low side to high side I have traced that the plan was incorrect. So now we have modified the plan and the default owner approval is triggered and it is working fine. Thanks.
