Workgroups created using the quicklink workflow->Manage Workgroup Workflow are returned immediately by the OOTB entitlements endpoint. Identify the gaps that prevent newly created workgroups from being returned

you need to share your workflow and form code to find the issue as there’s not out of the box functionality to create workgroup via QuickLink.
